No Leaves From Base Of Rose Bush

QUESTION: I have bought ground cover roses to soften the look of concrete wall.
All of them are doing well, but for one.
There are buds on the end, but the plant has been stripped of leaves from the base.
They have been planted close together and im worried whatever it is, will spread to other plants.

ANSWER: Hi Maxime! I do think your ground cover rose has been attacked by a fungus.
You need to spray the roses with a fungicide for roses.
Be careful, and don't spray when it's windy.
Wear gloves and mouth cover,ok.
