Rose buds on live plant not opening

We have 4 climbing roses on an trellis with 4 foot spacing between plants.
The buds on the Romantica climbing rose are not opening.
The other plants are flowering normally.


It could be Thrips. Take a bud and cut it in half, and shake the pieces over a white paper.
If you see tiny specks moving across, it's thrips.

Or your rose could be suffering from "rose balling".
Rose balling affect buds so they won't open.

It's nothing you can do about that unfortunately.
Cut off the afflicted buds and wait and see if new ones will be ok.
If it continues, you might get rid of the rose. That's what I did.
There is no need to have a rose bush with no flowers.
