You May Be Pruning Incorrectly

Actually, if the grafted root is still vigorous, your problem may be that you are not pruning the root stock correctly.

To get rid of root stock buds/canes you have to pull them off rather than cutting them. You grab the new cane and jerk it down vigorously, literally tearing the bud out of the root stock. This will prevent a new bud from forming. If you have been cutting the new canes, then they will form new eye buds and new canes will emerge.

Before you remove the rose completely, try to rip out the eye buds and canes from the root stock.
