What would you plant in front of Iceberg roses?

I have Iceberg roses and I would like to purchase the burgany ones as well, but what type of plant should I plant in front of them, a ground cover? I would like something purple, and something that is a companion to the rose (water wise) - I live in Oxnard, California and water is an issue for us, I live close to the ocean about 20 miles and get ocean weather and soil is pretty sandy.

I recommend the hardy geranium, they are perennials and most are low growing and sort of spreading like a groundcover.
